The Canal People - usually referred to as "Gondoliers", since that's what they're employed as - are a sapient race of amphibious humanoids with webbed fingers and toes, which can be found inhabiting 23rd century Venice, where they're subjugated and treated as an inferior class by the human population.
While their origins haven't been revealed, they claim Venice as their homeland and wait for the day in which the city will sink completely beneath the waters, so that it can be theirs again.
